The problem with that is, that the then Prime Minister, David Cameron, tried to do exactly that. In the building up to him calling the referendum he attempted to negotiate a better deal from within the EU. No one involved, however, including Cameron himself ever thought in their wildest dreams that Leave would win. The EU were even more cynical; never really thinking the referendum would happen. As such, neither side was willing to take these pre-referendum negotiations seriously.
